2015 Judging Criteria

The judging criteria for Go Code Colorado, which does not change from Challenge Weekend to the Final Competition, is:

Innovation – 10%

Judges should base the innovation score on the degree of new thinking, originality, and creativity displayed by the team in development of the app. Consideration should be given to the ability to engage the targeted audience in usage, ease of use, and novel application of the open data and technology.

Usefulness and Usability – 15%

The Usefulness and Usability category should take into account the potential commercial viability of the app, including user experience and design. Winning apps must be user friendly, interactive, and empower users to engage in using the apps for the betterment of all Coloradans and Colorado Businesses. Judges should take into account the scalability potential and degree that the app can be leveraged for Colorado businesses.

Implementation – 10%

Apps must be feasible to implement and deploy a working product within one year’s time. Attention must be given to the degree of maintenance the app requires, and the ability to include enhancements to the app. Participants must adequately speak to the potential revenue the app would create, and projections of number of possible or likely users. Participants must also speak to sales or marketing strategy, and identify its competitive advantages and weaknesses. These may include, but are not limited to, legal entity formation, IP & investor strategy, collateral & web site created, possible markets, feasibility, regulatory, cost/scalability analysis; working prototype created, functional testing underway; analysis of technology’s commercial potential, and resources required.

Quality – 20%

Score in this category concerns the workability of the app as-is and how much of the app will have to be re-written or fixed later. Judges should reflect on the overall architecture and infrastructure of the app, static analysis, and coding language standards.

Presentation – 15%

Presentations should be judged on the team’s ability to illustrate how their conceptual designs and app prototype can promote better data-driven decision making for all Coloradans, visitors, and businesses. Special attention should be given to preparedness, organization, and professionalism. Participants should be able to succinctly pitch and describe their app—including how it is different from other similar technologies used by competitors—as well as their business strategy.

Potential Impact – 15%

This category accounts for the potential positive impact on Colorado residents, visitors and businesses, with special responsiveness to the problem statements provided by Go Code Colorado Challenge.

Relevance – 10%

Each app must contemplate one of the stated problems of the Go Code Colorado Challenge. Judges should consider the degree to which the app addresses the stated problem, and Participants should provide a clear connection and articulation between the app and the given problem statement. Participants must show the ability to support one or more members of the Colorado business community and provide them with data-driven tools that can positively help them.

Use of Data Source – 5%

Participants must use at least one of the provided data sets from the Colorado Information Marketplace, or create a unique data set that is shared with the state for public data use. Teams may use private data in addition to at least one dataset as well. Special consideration should be given to teams that use multiple datasets and create new insights from the combination.
